Summary

For over a year, operations at Vedanta's Jamkhani coal mines in Odisha have been hit amid protest by residents of affected villages against inadequate compensation.

In July this year, protestors and police clashed as the former blocked the transport route of coal stalling the transportation process. Nearly 30 persons were detained from the site and later released.

Over 800 hectares of land in Jamkhani, Mendra, Girisuan and Jharpalam villages in the Hemgir block of Sundargarh district were initially acquired for the Jamkhani coal block between 2006 and 2011 for Bhusan Power and Steel Ltd through state-owned Industrial Infrastructure Development Corporation of Odisha (IDCO) under the Land Acquisition Act, 1894.

In February 2020, however Vedanta entered into a Coal Mine Development and Production Agreement with the Ministry of Coal, after Bhusan pulled out, when the protests started. Jamkhani coal block, located near Vedanta's Jharsuguda aluminium smelter plant, is one of the most strategically important coal blocks for the facility, given its proximity, substantial annual capacity, rich reserves, and readiness for production.

Since September 2022, villagers affected by the coal block's operations, organized under the Jamkhani Coal Block Bisthapita Sangathan, have been advocating for fairer compensation. The villagers argue that a fresh land acquisition process should be conducted under the new land acquisition law to ensure higher compensation for those affected.

"Our first demand is that the compensation should be revised, and all affected families must receive what they are due. Many families have been unjustly excluded from the records and are still awaiting compensation," stated Niranjan Bhoi, leader of the Jamkhani Coal Block Bisthapita Sangathan.

In February 2023, operations at the coal mine were briefly resumed after officials from the company and the district administration assured the affected villagers that their grievances will be addressed. However, with no visible progress or fulfilment of the promised terms, the protests resumed in June 2023.

The protestors are also demanding that the rehabilitation colony be made habitable with necessary renovations and essential amenities such as proper roads, clean drinking water, healthcare facilities, and electrification. Additionally, they insist that the affected families should receive land titles for the promised 10 decimal plots of land.
