Summary

A group of 17 minority Muslim families living in Raiabari area of Udaipur sub-division in Tripura have been facing harassment and violence from local residents over a land dispute. Several instances of clashes and violence have been reported in the area over the last two years.

In the latest incident on December 23, 2023, miscreants set one of the houses of a person belonging to the Muslim community on fire, damaging various crops including rubber plantations. Several villagers including a helpless woman were injured in the attack, according to social organisations that submitted a petition to the Director General of Police, urging for the protection and safety of families belonging to the minority community.

Nine social organisations representing the Muslim community jointly claimed that the attackers were trying to evict the minority families through threats and assaults. They further claimed that the miscreants stopped the firefighters from extinguishing the fire and that the police personnel present remained silent and inactive.

The long-standing dispute between persons from the indigenous and the Muslim community is over a parcel of forest land. While the locals have been demanding the land for allotment under the Right to Forest Act, 2006, the Muslim families say they were given rehabilitation in the land by former District Magistrate (undivided district) T K Debnath.

The members of the organisations stated, “Around 17 Muslim families in Madhya Raiabari of Udaipur Killa have been suffering from extreme insecurity for a long time. Since May 2023, brutal attacks through various means have been carried out on them. Even the families were forcefully evicted from their homes and lands in the name of religious differences.” 

The organisations unitedly called for the resolution of the land conflicts and rehabilitation of the affected households either on their current land or by providing alternative settlement options. They also urged for decisive action against those responsible for the attacks.

The Director General of State Police reassured that requisite measures would be implemented. Additionally, he instructed the police authorities to ensure the security and safety of minority families and to prevent any future occurrences of such attacks.

The organisations that represented the Muslim community include the Tripura Minority Development Council, Manipuri Students Youth Coordination Committee, Tripura Tapshili Jati Sangram Parishad, Peoples’ Movement for Tribal Rights, and Tripura Mahila Sangram Parishad.

In September 2022, members of the two groups had clashed over the same land dispute in which 22 people including four policemen were injured. Back then, Congress party's Udaipur district president Soumitra Biswas had said that a decision of the then District Magistrate T K Debnath and forest officials was responsible for the incident as the Muslim people were given rehabilitation in the land, as recommended by Roy Commission. He added that now there was political pressure to evict the rehabilitated people from the land.
