Summary

The National Highway 37 (Imphal-Jiribam) double-lane project in Manipur is facing delays because of allegations of mismanagement and the failure to release land compensation to affected landowners. As a result, affected landowners are imposing restrictions on the project to demand prompt payment of fair compensation.

On February 18th, 2023, affected landowners carried out a protest in Longmai Bazaar, Noney district, accusing the authorities of making higher payments to bogus claimants instead of genuine ones. They cite a case of a bogus claimant who received over Rs. 1 crore, whereas several genuine affected properties, including pucca and semi-pucca buildings, have been undervalued.

The landowners claim to have made repeated appeals to the government to conduct surveys, demarcation, and compensation assessments since July 2021. However, they are yet to receive a response from the government. A similar protest had taken place in Longmai Bazaar on October 4th, 2021, when over 200 landowners took to the streets demanding fair compensation.

They referred to an order issued by the Manipur High Court which scheduled a joint survey to assess standing structures, trees, horticultural crops, and more. The joint survey report was officially submitted to the secretary (Revenue), Government of Manipur, on January 30th, 2023.

The landowners further warned that they may opt for democratic forms of agitation in the near future if their concerns remain unaddressed.

Reports add that the National Highway Infrastructure Development Corporation Limited (NHIDCL), entrusted with executing most of the national highway projects in Manipur, has the necessary funds to provide land compensation. However, the release of funds has reportedly been delayed at various levels of the state government, including the district administration and revenue department.
