Developed countries continue to shrug off their responsibility to provide money to fight climate change. Submissions made by rich countries demand widening of the contributor base to encourage developing countries to contribute as well.

Rich countries also cite Article 2.1 (c) of the Paris Agreement which, developing countries say, is vague and dilutes principles of equity. Under this clause, rich countries can refuse finance for a project saying that it is not green enough.
