#Thread:
On December 9, the National Capital Region Planning Board, under @MoHUA_India, released a draft Regional Plan-2041 and called for objections & suggestions. The new plan can spell doom for the Aravallis. Here’s the feedback
@LandConflicts submitted. A thread 1/7
The Natural Conservation Zone (NCZ) in the existing plan, has been revised to a Natural Zone in the proposed plan and no longer includes the extension of the Aravallis, and forest areas. Not designated as forests, most of the Aravalli range currently enjoys protection as NCZ 2/7
With the new definition in place, the Aravallis might fall prey to mining and construction activities.
@LandConflicts
suggests that the NCZ, as under the current plan, should be restored with explicit inclusion of the Aravalli ridges, and forest areas in the definition 3/7
In the current plan, construction in the NCZ is prohibited unless being done for recreational activity and in less than 0.5% of the area. This is crucial for the ecological balance, but it has been omitted in the new plan. We suggest that the restriction must be restored 4/7
Executive orders and extensive reportage show that several areas in the NCZ are village common lands which have been privatised. The legality of many of them awaits judicial decision. Legally, these lands are required to be vested with the gram panchayat 5/7
All such common lands should be included in the definition of NCZ even if they have been privatised, and they must be restored to their respective gram panchayats. If not done, it would result in the exploitation of ecologically sensitive land by private entities 6/7
