Summary

In 2006, Karnataka Industrial Area Development Board (KIADB) acquired around 641.915 acres of land in Nadsal, Hejamady, Nandikuru and Palimar villages in Udupi district for turbine maker Suzlon Energy Limited to build windmills in these villages. However, over the years, the land changed hands to Synefra Engineering and Construction Limited and from them to Aspen Infra Limited. Notably, the villages were also been identified as Special Economic Zones since 2007.
In 2016, it was reported that Aspen Infra Limited was attempting to sell around 147 acres of the acquired land to a bidder. Land owners who had lost their land alleged that KIADB acquired excess land than required and that frequent changes in ownership had led to large-scale fraud. This was also echoed by social activists Lolaksha and Vidya Dinker, who highlighted how 641 acres of land were acquired by KIADB for Suzlon despite the latter's 'official' requirement of 150 acres as was publicly stated. It was also brought to attention that nearly 500 acres of land had remained unutilised.
In a 2016 report, Lolaksha informed that Suzlon R and R Colony Abhivruddhi Samiti had lodged a protest against the proposed sale by Aspen Infra Limited via a letter to Rathna Prabha, additional chief secretary, Department of Industries and Commerce. They demanded that all vacant lands should be returned to their original owners under the 'zameen wapsi' (land return) scheme.
Further, criticising the Karnataka Industrial Areas Development Act, 1966, as a legal instrument to facilitate land grabs, the activists demanded immediate repeal of the law and for the state government to publish a white paper delineating various land allotments to the SEZs in the state.
From May 24-28, 2019, LCW spoke to several members of the Dalit Sangharsh Samiti with the help of Karnataka Rajya Raitha Sangha who reiterated their relentless demand for the return of the excess land acquired.
