Summary

Fifteen individuals, including nine police officials, were injured after a public hearing for the proposed expansion of cement plants in East Jaintia Hills turned violent on 24 August 2023.

The Meghalaya State Pollution Control Board conducted this hearing in Thangskai village, East Jaintia Hills, to discuss the expansion of M/s Meghalaya Cement Ltd's (Topcem) production capacity from 2600 tonnes per day (TPD) to 4500 TPD.   

The protests were led by the residents of several villages of the Narpuh region and members of the local unit of the Khasi Students’ Union against the plans for the expansion of three cement production units in East Jaintia Hill District: Chiehruphi, Wahiajer, and Thangskai.

The protesters strongly opposed the issuance of a no-objection certificate (NOC) for the expansion, citing concerns about potential environmental degradation. Furthermore, they argued that existing cement plants in the district have neither created employment opportunities for local residents nor fulfilled the promises of ensuring adequate water management and healthcare amenities.

A local resident was quoted in the media saying, “We should get the maximum profit out of these cement industries, and we were promised that 50% of workforce will be locals but as of now we haven’t seen that.”
During the public hearing, the protests turned disorderly as the crowd resorted to vandalism. Health Minister of Meghalaya, Ampareen Lyngdoh, stated that law enforcement had to resort to lathi-charge and firing tear gas shells to contain the situation as the protesters attempted to set the marquee on fire.

District Superintendent of Police, Jagpal Singh Dhanoa, justified the use of force, stating, "Initially, we refrained from substantial action due to the presence of women and children. But as the situation escalated, the use of proportional force became necessary."

A case was filed at the Lumshnong police station following the incident.

According to a pre-feasibility report for the expansion, existing project area is 52.949 hectares, the required project area of 94.20 hectares is already under the possession of Meghalaya Cement Ltd. Once the project has been approved, the land cover will change from "open or vegetated to buildings, roads, storage yards, etc."

The total investment for the expansion project works out to approximately
Rs 135.66 crore. 

The report further states that the total project implementation schedule for this project is considered as 16-18 months from “Zero date” i.e. the date of plant & machinery order placement.
