Summary

On February 7, 2018, three individuals from the Dalit community submitted a letter to the district collector of Patan, threatening to self-immolate if a plot of government land allotted to them was not regularised.
Bhanubhai Vankar, a 61-year-old Dalit activist, made good on his promise on February 15, 2018, when he set himself ablaze outside the collector's office in Patan. Hailing from Unjha town in Mehsana district, Vankar was fighting for the land rights of two Dalit labourers who alleged that authorities were refusing to regularise the 18-acre land allotment despite collecting INR 22,236 from them in 2013 for the transfer.
Vankar's death triggered protests in various parts of Gujarat, including Patan, Ahmedabad, Gandhinagar, Junagadh, Banaskantha and Surendranagar. Vankar's family refused to take his body until their demands were fulfilled, including allotment of land, action against the guilty officials and formation of a special investigation team to probe his death. 
Another Dalit, Kailashben, a resident of Panchasar village in Patan district, tried to commit suicide by immolating herself on February 18, 2018, as mark of protest over the land rights issue. She was undergoing treatment for her burn injuries. 
Following the suicides, in the evening of February 17, the Gujarat government announced that the ownership title of the land would be given to the two Dalits for whom Vankar was fighting. It also announced INR 8 lakh relief for Vankar's family, half of which would be disbursed immediately.
Jignesh Mevani, independent legislator and other Dalit members, however, continued their protest and demanded a written directive from the state government to fulfill the land right demands of Dalits. Apart from Mevani, Patel Anamat Andolan Samiti leader Hardik Patel, Congress MLA Alpesh Thakor and Congress Leader of Opposition Paresh Dhanani came together to support the Vankar family.
The activists and the family called for a bandh on February 18 and thousands of protesters took to the streets and blocked highways across Gujarat. Mevani was detained.
On June 24, 2019, Mevani, along with representatives of several land rights organisations, met Governor O.P. Kohli regarding the issue. He stated that the governor had assured them that he would take “necessary steps in the matter”. However, the government did not release any statement. The demands and the promises remain unfulfilled.
