Summary

Villagers from the Ledo area in Margherita, Assam, have voiced strong opposition against Coal India Limited (CIL) for allegedly using their lands as dumping sites for coal mining activities. The villagers fear that the dumping could seriously threaten their lives and local environment.

"Our villages are being buried under coal waste. The tea gardens are gone, and the green landscape is now a wasteland," a resident of Jharna Basti told the Assam Tribune on condition of anonymity.

The villagers were reportedly given very short notice to vacate before CIL designated the areas as dumping sites. The residents refuse to vacate the area, saying that they have been living in the area for generations and they have nowhere else to go. “These are poor people who have lived here since 1952, some even since 1947. Where will they go?” a resident was quoted as saying in the report.

The move will affect residents of Jharna Basti, China Basti, and Malu village, which is home to 5000 people from various communities including Tangsa, Gorkha, Hindi-speaking, Bengali Hindu, Muslim, Manipuri, and Adivasi—has sparked significant backlash.
 
The villagers complained of being disrespected by CIL officials during discussions, which prompted them to stage a protest on 29 August 2024. Over 2,000 people, under the banner of Satra Mukti Sangram Samity (SMSS), gathered and raised slogans against the government and CIL's decision.
 
Pappu Dutta, president of the SMSS central committee, criticised both CIL and the government, stating, “The government has been allotting several bighas of land to the capitalists and people like Baba Ramdev but the indigenous people living in this area for several years and now CIL has been trying to evict the people for setting up of a coal dumping ground but the government is mum. We warned CIL that we wouldn’t let the people evict from their home and if necessary, we would intensify our movement in democratic way.”

On 9 September 2024, Margherita MLA Bhaskar Sharma, alongside local BJP leaders including Town Mandal president Dhiraj Sonowal, visited Jharna Basti in Ledo to address the concerns of the residents. Sharma assured residents that he has engaged with the CIL management, advocating for the relocation of the coal dumping project to a less disruptive site.
