Summary

The Kerala government's move to acquire land for the proposed Sabarimala International Greenfield Airport in Kottayam hit a roadblock amid hurdles over land acquisition. The proposed airport has brought to light the tussle between Ayana Charitable Trust under the Believers Easter Church and the Kerala government over the ownership of Cheruvally Estate, spread across 855.83 hectares.

The proposed airport is aimed at improving connectivity for pilgrims visiting the Sabarimala Temple and boosting local tourism and economy in Pathanamthitta, Kottayam and Idukki districts. The state government gave in-principle approval for the project in February 2017. Following which, the Kerala State Industrial Development Corporation (KSIDC) was designated as the nodal agency to oversee land acquisition and conduct feasibility studies. The airport project requires 1,039.80 hectares of land (855.83 hectares of Cheruvally Estate alone) and is estimated to cost around Rs 3,973 crore, and impact approximately 362 families and 221 labourers.

In 2018, Louis Berger Group, an American consultancy company was awarded the contract for conducting the techno-economic feasibility study and the environment impact assessment (EIA). Although the study was submitted, the EIA was delayed as the state had not finalised the land acquisition. A special officer, V Thulasidas, was appointed in December 2019 to expedite the project's coordination and clearance processes. Despite delays, the Ministry of Civil Aviation approved it in 2023, allowing the preparations of the detailed project report (DPR) to proceed.

Cheruvally Estate, formerly a rubber plantation, was originally owned by Harrison Plantations and later acquired by the RPG Goenka group, the estate is claimed to have been transferred to Gospel for Asia, a Christian missionary organisation under the Believers Easter Church. In 2017, the ownership of the land was challenged, with the state claiming it as a government property. The petitioners also raised serious concerns about the Social Impact Assessment (SIA) done by the Centre for Management Development (CMD), a state-funded agency, which violated the LRA 2013.

In 2018, the High Court of Kerala ruling upheld the church's concerns regarding the SIA study and a subsequent ruling in early 2024, led to the temporary halt to the land acquisition of the project. The government withdrew the original notification and issued a revised one, addressing concerns, raised by the court. As of December 2024, a new SIA is being conducted by the Social Audit wing of the Bharat Mata College.
