Summary

The decision by the Khasi Hills Autonomous District Council (KHADC) to formally establish a new village called Mawsaw in the West Khasi Hills has faced strong opposition from the Dorbar Shnongs (traditional village councils) of both Umphyrnai and Urmasi-u-Joh villages, whose boundaries are currently in dispute. The KHADC issued the official notification for Mawsaw on 13 December, 2024.
 
Former KHADC Deputy Chief Executive Member (CEM) Pynshngain N Syiem claims that the Council’s decision to approve and recognize Mawsaw village is meant to help resolve the boundary issues between the Umphyrnai and Urmasi-u-Joh villages. He stated that the boundaries of these two villages will be settled based on the newly defined boundaries of Mawsaw village.
 
Syiem stated that the KHADC had asked Hima Khyrim to clarify the village boundaries. However, instead of providing a direct response, Hima Khyrim wrote to both villages to inquire about their respective boundaries.
 
The Rangbah Shnong (village headman) of Urmasi-u-Joh, criticized the KHADC for overstepping its authority, claiming that Mawsaw lies within Urmasi-u-Joh. He alleges that the decision is politically motivated, involving KHADC leaders and the Kharkongor clan.
 
The Dorbar Shnong of Umphyrnai also objected to the creation of Mawsaw village, saying it was established from the Dymmiew Block of Umphyrnai without prior consultation. In protest, they also decided to boycott the 2025 KHADC elections, citing their dissatisfaction with the NPP-led Executive Committee.
 
In response to the criticism, the current KHADC CEM, Pyniaid Sing Syiem, defended the decision, claiming that the demand for a separate village by the Kharkongor clan had been pending since 2016. Syiem noted that the decision was taken with the understanding that the land proposed for Mawsaw village belongs to the Kharkongor clan, stating, “We decided to recognize the new village because the Kharkongor clan’s demand was genuine.”
 
Both the Urmasi-u-Joh and Umphyrnai Dorbar Shnongs maintain that the formation of Mawsaw village violates established norms and Khasi customs, claiming that the KHAD (Administration of Elaka) Act, 1991 requires consent from existing villages before setting up a new village. According to Nongkrem MLA and Member of District Council, Lambor Malngiang, no such consent was obtained from either Umphyrnai or Urmasi-u-Joh nor did the Syiem of Hima Khyrim reportedly issue any “No Objection Certificate” to the Kharkongor clan.

The Dorbar Shnongs of both villages are resolute in their demand that the KHADC revoke the official notification establishing Mawsaw village.
