Summary

Residents of Shakur Basti live in constant fear of demolition as they have witnessed several such drives since 2015 but are still waiting for a rehabilitation drive to be carried out as directed by the Delhi High Court in 2019.

The first demolition drive in 2015 left over 1500 people homeless as their 'jhuggis' were destroyed. In the process of demolition, a 6-month-old lost her life due to injury. Over the years many 'jhuggis' have been demolished without prior notice or rehabilitation.

Shakur Basti is a JJ cluster located in north Delhi. The basti is marked under the DUSIB Act and many residents claim that they have been present there since 1996. The _basti _is located near the Shakur Basti Railway station, which is a part of Delhi Suburban railway.

In 2015, the Department of Railways conducted its first demolition drive in the area without prior notice or rehabilitation for the people of the_ basti._ The case went to Delhi High court after Congress leader Ajay Maken filed a PIL against the demolition drive. The case went on for four years and in 2019, the Delhi High Court directed the railways to rehabilitate people of the 'basti'. Some of the '_jhuggi' _owners received the rehabilitation but DUSIB has still not carried out the required survey to determine the area.

The 'basti' again came under the radar of the Railways in 2022 when it demolished around 70 'jhuggis' in its clearing operation. The move left many people homeless again. There has been no legal procedure in this regard but residents alleged that they were not intimated of the action.

Most recently, in November 2023, the '_jhuggis' _were again demolished by the Indian Railways as they had to increase their washing shed area for the trains.

Residents claim that they continue to receive eviction notices from time to time but point out that the rehabilitation of people who lost homes during demolition is yet to be completed.
