Summary

The villagers in the Bilaspur, Mandi and Kullu districts of Himachal Pradesh have demanded compensation for the land acquired for constructing the ParbatiKoldamLudhiana Transmission Line project. The 153kilometre long highvoltage transmission line was completed in 2014 by Parbati Koldam Transmission Corporation Limited, a collaboration of Reliance Infrastructure Limited and Power Grid Corporation Of India Limited.  In February 2015, villagers in the Bilaspur district collected under the banner of Himachal Kisan Sabha to protest against the states inaction. According to a news report, the project has affected over 3,000 villagers in the Bilaspur district alone. The villagers allege that the company did not take the requisite permissions. They registered a police complaint against the illegal felling of trees and planned to appeal in the state High Court.  Earlier that year, the factfinding report of the district administration revealed irregularities in the land acquisition process. Based on this, the Deputy Commissioner of Bilaspur directed action against the company for failing to compensate the affected persons in accordance with the parameters of revenue, horticulture, agriculture, and forest departments. He also sought action against the company for violating the Electricity Act, 2003 and the Indian Telegraph Act, 1985. Subsequently, the High Court had ordered three FIRs against the company under sections of the Indian Penal Code, Indian Forest Act, and the Environment Protection Act.  In January 2016, Parbati Koldam Transmission Line Displaced and Affected Farmers Action Committee, and NGO Save Mount organised a press conference. They stated that the complete information about the project, its costs, impact on livelihood and environment, and the compensation were not disclosed to the farmers affected. They also demanded a highlevel inquiry into the role of the officials involved in the project. Earlier in the month, an FIR was filed against the company and the officials for flouting several legal norms resulting in losses for the local farmers.  In May 2019, the Himachal Pradesh High Court ruled to uphold the courtordered FIRs filed against the company.  In January 2021, farmers protested in Jukhala village of Bilaspur district. They voiced their demands for fair compensation in protests that lasted for over two weeks.
