Summary

Locals in Dungripali village under Saintala block in Odisha's Balangir district protested against a solar power plant proposed by Aditya Birla Renewables. The community members alleged that the project was given a go-ahead without consulting with the villagers. 
The locals also alleged that 139 acres of pasture and forest land at Gunsar and Kansar was handed over to the company in 2020. And the then tehsildar Kishor Dung Dung had leased out the land for 99 years at Rs 1.55 crore. The company, however, stated that the land leased out by the IDCO (Odisha Industrial Infrastructure Development Corporation) was a leasable land and it did not include any pasture or forest land.
A media report, based on RTI, stated that Dung Dung was transferred from the tehsil but there were no records about the leased out land with the new tehsildar.  
The community members carried out marches and even submitted a memorandum to the Chief Minister. They also filed a petition against the said project in the Orissa High Court, but the court dismissed the stay plea. The court found the demand to cancel the project "baseless" as the land in question is a non-cultivable or non-forested government land. Under Section 3(i) (a) of the Orissa Government Land Settlement Act, the government can lease out the said land without holding a gram sabha. 
The 18.75 MW Solar power project has been operational since February 2023.
