Summary

Mukroh village, located within the Laskein Community and Rural Development Block in West Jaintia Hills District, Meghalaya, has raised concerns about alleged encroachment by the Karbi Anglong Autonomous Council (KAAC) into Mukroh village.

The Dorbar Shnong of Mukroh Pyllun, the traditional governing body, has formally approached the Meghalaya government to intervene and address what they describe as persistent encroachments by the KAAC into their land. They have also urged the government to stop the road and tea plantation project in Salang, Mukroh.

In a memorandum submitted to Deputy Chief Minister Prestone Tynsong, the Dorbar Shnong pointed to a notification issued on 25 October 1968, by the Jaintia Hills Autonomous District Council (JHADC), which clearly defines the boundaries of Mukroh village. According to this notification, Mukroh extends up to Elaka Labang Nongphyllut/Block-I or Moikoilum village to the east. Despite this, Assam authorities allegedly encroached on the area years ago and established a Forest Beat House within Mukroh’s boundaries.

The Dorbar Shnong explained that the villagers rely on forest areas for collecting firewood used for cooking. However, they are now hesitant to enter the forests due to the KAAC's claim over these areas. It is alleged that the KAAC has forbidden villagers from collecting firewood, declaring that the forest belongs to their jurisdiction.

The Mukroh Dorbar alleges that, in recent times, the KAAC reportedly began cutting down trees in Salang, Mukroh, to construct roads for a planned tea plantation. The Dorbar Shnong informed the West Jaintia Hills District Administration about the illegal road construction. Although district officials initially halted the work, the contractor resumed it shortly after their departure.

Mukroh has previously experienced incidents stemming from the Assam-Meghalaya border dispute. In 2022, a violent incident resulted in the deaths of six people, which both state governments later linked to timber smuggling.

Village representatives, including the chairman and secretary of the Dorbar Shnong, met with Deputy Chief Ministers Prestone Tynsong and Sniawbhalang Dhar to address the issue. The Dorbar Shnong also alleged that the Assam government of extending its claim by approximately 8 km into Mukroh’s territory and establishing permanent infrastructure to assert control. The villagers also reported harassment by Assam police, which has prevented them from accessing their agricultural lands and forests.

In response, Deputy Chief Minister Tynsong assured Dorbar Shnong that he would direct the Superintendent of Police of West Jaintia Hills to investigate the matter. Deputy Chief Minister Dhar, who heads the Regional Committee for Jaintia Hills, also promised a meeting between the Chief Secretaries of Assam and Meghalaya to discuss the issue.
