Summary

In 2015, the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) identified and demarcated land for a proposed logistics park, a micro, small and medium enterprises (MSME) park and an industrial park.
The logistics park, proposed in about 500 acres near Anakapalle, would be developed by the Vishakhapatnam port trust with an investment of INR 600 crore. The authorities claim that this park alone has the potential to generate more than 50,000 jobs, both direct and indirect. The industrial and the MSME parks are expected to attract investments of over INR 1,000 crore and generate over a lakh jobs.
The peasants who have been cultivating the land for the past 25-30 years are not ready to give up their land. They say some of them have D _pattas _(a category of _patta _ownership conferred by the Andhra Pradesh government which gives conditional _patta _on land), which legally recognizes them as tenants but not owners of land, while others have no documentary proof or title to prove that they have been using the land for years. So, they will not receive compensation as owners of the land.
On July 2016, the farmers in the area formed an association called the Land Oustees Association to oppose the state government’s plan to divert land for the park. They stopped the revenue department’s teams from entering the land to survey it at least three times in a month. They have also prevented government officials from entering their land for any kind of work.
Land Conflict Watch tried to get in touch with the Communist Party of India (Marxist), Andhra Pradesh branch, on April 16, 2020, but received no response.
