Summary

On 8 January 2025, the Konsakhul Village Authority issued an eviction notice that has raised tensions between the Liangmai Naga of Konsakhul village and the Vaiphei (Kuki-Zo) of Leilon village. The notice warns that failure to vacate the land may lead to forced eviction, and the Leilon Vaipheis will be responsible for any resulting violence.

The notice reports that the Leilon Vaiphei originally settled on Konsakhul land with the permission of Liangmai Nagas and had been paying taxes. But now, the Konsakhul Naga villagers claim, the Leilon village has stopped paying taxes.

The current eviction notice came after an incident on 7 January 2025, when a Naga woman from Konsakhul was allegedly assaulted by Kuki volunteers from Leilon at K Lungwiram village in the Kangpokpi district. The Konsakhul Village Authority stated that the assault has broken the peace that has existed between the two communities.

The Leilon Khunou Village Authority has flatly denied the assault allegations. “Apropos the alleged assault... it is hereby clarified to the public that no such assault or mishandling took place at the site and time mentioned in contrast to the allegations made by the said lady,” stated the official press release from Leilon Village.

As news about the alleged assault spread, many Liangmai Naga organisations strongly condemned the act. The Liangmai Naga Council—Eastern Zone demanded a formal apology from the Kuki community for the incident. It declared that the land on which the assault occurred belong to the Liangmai Naga.

The Koubru Range Liangmai Women Union called the assault a “barbaric act”, stating that "in Liangmai Naga customary practices, the dignity and consent of women are of utmost importance. No one is permitted to touch a woman’s clothing or hair without her explicit consent."

The Koubru Women’s Union also imposed an indefinite bandh starting 8 January at SP Road, the only direct route between Kangpokpi and Churachandpur districts. The bandh, however, allowed some exceptions for medical emergencies, exams, and unavoidable situations.

Amid rising tensions, the Committee on Tribal Unity, comprising Kuki-Zo members, urged everyone to avoid spreading inflammatory news that could increase ethnic tensions. They suggested that the dispute between the villages of Leilon and Konsakhul should be settled at the village level through negotiations.

“The Liangmei Nagas of Manipur should not misunderstand our meekness in response to every of their press releases against the Kuki-Zo community, who are victims of religious and ethnic persecution from the majoritarian Meitei community, but rather understand that we...have been defending our rights against oppression and tyranny on our culture and values; and to protect and defend our land from aggression for the past nearly 2 years alone” the statement read.
