Summary

Farmers of 10 villages (Gopalpur, Pipli, Saidpur, Kundal, Rampur, Ferozepur bangar, Nizampur khurd, Sohit, Pahaladpur Barona) in Haryana's Sonipat district are divided over the acquisition of 3306 acres of land by the state government for developing it into an Industrial Model Township (IMT). In April 2010, the government has first issued notification for land acquisition for the project. While many landowners were strongly in favour of the IMT establishment saying it will open new job opportunities for the youth and will greatly help in development of the area, in a parallel development, several court cases were filed by landowners against the land acquisition. These farmers have organised series of protests, dharnas at the Saidpur village for several years. On 9th January 2017, the Supreme Court dismissed the petition of the protesting farmers. Some of the villagers allege that due to the strong lobbying between the private companies and the government, the interest and rights of common people were ignored. The state government awarded the contract for construction work of Master roads at IMT Kharkhoda in June 2019. The construction of the township is underway. On 27th June 2020, the high court asked the state of Haryana to answer why they had failed to implement the 2010 R&R policy in favour of landowners from whom land was acquired. On 26th October 2020, the government clarified that necessary relief had been given to the aggrieved landowners. The matter is pending as the landowners claim that the plots allotted lack infrastructure and are not commercially viable.
