Summary

Nuagaon, one of the villages that successfully opposed land acquisition by South Korean giant POCSO in 2017 following a ten-year struggle, is now determined to thwart another attempt at land acquisition by the Odisha government.

According to a report by the New Indian Express, the government is planning to acquire the land for the establishment of industries and related facilities under the land bank scheme of Odisha Industrial Infrastructure Development Corporation (IDCO).

In August 2024, residents of Nuagaon panchayat in Erasama block of Odisha's Jagatsinghpur district vowed to not give up their land during a public hearing by the administration. They cited the potential impact on their land ownership and livelihood as most villagers are engaged in agricultural activities, particularly the cultivation of paddy, cashews, and betel leaves, as well as fishing, which form the basis of their income.

According to the news report, Nabakrushna Choudhury Centre for Development Studies (NCDS) and Odisha unit of Social Impact Assessment (SIA) have prepared a draft report for the establishment of industries and allied facilities on 44-acre land in Nuagaon panchayat.

The IDCO has already acquired 1586.32 acres of land in Ersama and 940.48 acres of land has been reserved by the District Collector for Industrial use.

Villagers alleged irregularities in data collection process and pointed out that only 20% of the affected families were surveyed on the ground but officials claimed the SIA survey had covered all affected families. Out of 194 families set to be affected by the proposed land acquisition, only 44 participated in the hearing.

Further, they lack trust in the government to provide reasonable compensation and benefits due to their past conflict during land acquisition for JSW Integrated Steel Plant and the government's failure to fulfil their promises. The villagers emphasized that they have very little land left and are struggling to make a living because of the previous acquisition. If they give up these lands as well, they will have nothing left for future generations.

Meanwhile, Additional District Magistrate of Paradip, Lalit Behera, said while only 44 land losers participated in the hearing, their objections were noted, and a report will be submitted to the state government for further action. He assured the government’s decision would be communicated to locals.
