In January 2023, the Guwahati Municipal Corporation (GMC) initiated an eviction operation to remove 300 street vendors from the pavements along Guwahati Shillong (GS) Road. It is alleged that the vendors were selling their wares in the space without obtaining the required permissions.
The eviction drive was primarily carried out to ensure unhindered mobility for both pedestrians and vehicles.
The GS Road, being one of the busiest thoroughfares, faced disruptions in traffic flow due to the presence of vendors on the streets.
GMC officials claim that the eviction was carried out to reduce accidents occurring on the road.
Several street vendors who were dependent on their street stalls were affected by the move.
The general secretary of the Assam Street Vendors Association, Debajit Senapati stated that the vendors were evicted despite the fact that they had been issued identity cards.
The affected street vendors had demanded for designated vending spaces from the government, but Ashok Singhal, the urban affairs minister, said that Guwahati being a crowded city lacked the appropriate land to develop such specialised vending areas.
The National Association of Street sellers of India (NASVI) and the Street Vendors Association of Assam (ASVA) demanded an immediate solution to protect street vendors in a sit-in protest against the GMC on February 15, 2023. They alleged that the vendors were evicted from GS Road without being served the 30 day notice required under the Street Vendors Act, 2014.
In an effort to address their long-standing demand for specific vending zones, they also appealed to Prime Minister Narendra Modi and Assam Chief Minister Himanta Biswa Sarma. They have been requesting for at least 10 merchandising zones to be allocated, but their request has gone unanswered.
Speaking to the media Chandan Goswami, the president of the All Assam Street Vendors Association, stated that in the past, there had been promises made that certain street vending zones would be issued soon. Goswami added, “However, since 2021, the GMC is carrying out a survey to identify street vendors and carrying out the process to notify the vending zones, which they claim have been identified. However, no concrete step has been witnessed till date in the matter.”
