Summary

Farmers in Bamosana village, Mehsana, have strongly opposed the installation of a 400 KV power line through their agricultural lands, citing concerns over the destruction of fertile farmland. Led by farmer Babubhai Lovejibhai Chowdhury, villagers in 2024 submitted a formal petition to the District Collector, alleging that the project would render large portions of their land unusable, severely affecting small and marginal farmers.

The farmers accused the power company of using pressure tactics, including police and administrative involvement, to acquire the land. They claimed that placing power towers in the middle of their fields would disrupt farming activities and make cultivation impossible in certain areas.

In response to the farmers' protests and blockades, Gujarat Energy Transmission Corporation Limited (GETCO) filed a complaint against 21 farmers with the Mehsana Magistrate. According to documents obtained through an RTI request, GETCO defended the project, stating that the proposed power transmission line is a development initiative. The company argued that the route is direct and complies with The Electricity Act, 2003, the Gujarat Gazette notification, and the Indian Telegraph Act, 1885. GETCO also dismissed farmers' demands for additional compensation as unjustified.

Farmers, however, insisted that the transmission line should be rerouted through common or wasteland instead of fertile agricultural fields. They argued that this would preserve cultivable land and save government resources. They also alleged that the company resorted to intimidation and threats to push the project forward, forcing them to intervene and halt the work.

The farmers highlighted several adverse impacts of the power line, including disruptions to plowing, restrictions on cultivating fruit crops, and potential radiation exposure affecting soil fertility. They demanded additional compensation for the losses they might face.

In October 2024, Ramajibhai Chaudhary, a farmer, wrote to the Chief Minister, threatening self-immolation if the power line was not relocated from fertile farmland to common land. Following which, the Chief Minister's office directed GETCO's Managing Director to find an amicable solution.

Despite the farmers' protests, the District Magistrate ruled in favour of GETCO, stating that the project serves public interest and complies with all regulations. The order mandates that farmers allow the project to proceed, warning that any obstruction could lead to penalties under Section 203 of the Bharatiya Nyaya Sanhita Act.
