Summary

The Maharashtra State Road Development Corporation (MSRDC) proposed the Pune Outer Ring Road project in 2020. The project is aimed at reducing air and noise pollution as well as enhancing road connectivity and easing traffic congestion.

The entire ring road spans 173 kilometres and is divided into the Eastern and Western Corridor. While the Eastern Corridor will affect five tehsils (Maval, Khed, Haveli, Purandar and Bhor) and approximately 46 villages, the Western Corridor will pass through 37 villages in Bhor, Haveli, Mulshi and Maval.

The MSRDC plans to acquire 1,554.64 hectares of land for the project. While it is yet to begin land acquisition for the eastern part, it has completed over 94 per cent land measurement of the total area to be acquired for the western side. But the land acquisition process has been facing resistance from the people residing in the area.

Villagers have largely been opposing developmental projects in Pune as it leads to loss of fertile agricultural land and affects their livelihood. In Ranje village in Khed tehsil, farmers had earlier lost their land to the Pune-Nasik railway project. The MSRDC could not conduct land survey in Bhor and Mulshi for the ring road project as the village residents protested against giving their land. The main opposition has been from Haveli.

“The protesters have sought a change in the ring road alignment. The matter has been placed before the district administration, which is likely to hold a meeting with the villagers and local politicians,” MSRDC Executive Engineer Sandeep Patil told the media. He further announced in September 2021 that both the phases of the project were approved at an infrastructure committee meeting, which paved the way for providing compensation to farmers at five times the market rate. LCW contacted Patil but got no response.

In the interim budget presented by the Finance Minister Ajit Pawar during the February Session of the Maharashtra Vidhan Sabha, the State Government has allocated Rs 10,519 crore to complete land acquisition for the Pune Ring Road project. News reports also suggested that the total cost for land acquisition and construction of the project are likely to reach Rs 15,857 crore.

As of July 2024, the MSRDC is reported to have successfully acquired 984 hectares of private land, 69 hectares of government land, 137 hectares of forest land, totaling 1190 hectares or 72% of the total required land for the project, signaling a significant likelihood of the project seeing completion in the coming years.
