In Surat, farmers have been vehemently protesting against a new 765 KV power transmission line being laid by the Power Grid Corporation of India Limited. Stating that they have already lost fertile agricultural land to highways, expressways, and bullet trains, the farmers are determined to not give their land for the power line project.
The new power line is being laid from Khavda in Kutch to Vansi Borsi in Navsari via Surat. In May, Power Corporation officials started survey operations in Mandvi and Palsana talukas of Surat district without informing the farmers, kickstarting the protests. In June, farmers from Mangarol, Mandvi, Kamrej, Bardoli and Palsana talukas of Surat district protested outside the Collector's office, raising the slogan 'jan denge zamini nahi' (we will give our lives but not land).
Parimal Patel, President of the Surat District Farmers' Association, stated that the power line is set to cut through fertile farmland, exacerbating past land losses due to other infrastructure projects. According to a report by the Navgujarat Samachar, the new power line involves erecting towers on 85-foot by 85-foot plots. Farmers are demanding that the power lines be laid underground in urban areas or along the Gujarat coast.
The process of acquiring land for power lines differs significantly from that for highways. During the expressway construction, farmers received compensation for their land. However, the Telegraph Act of 1885, still used for power line projects, provide very less compensation or benefits to farmers. This outdated Act was initially meant for telephone poles, which had minimal impact on agriculture.
Jayesh Patel, President of Gujarat Khedut Samaj, expressed his concerns, saying, "We don't understand how this government is erecting electricity towers by misinterpreting the Telegraph Act meant for communication." He also pointed out that the Electricity Act of 2003 has been misinterpreted, leading to the oppression of farmers and the potential ruin of fertile land.
Meanwhile, farmers alleged that company staff forcibly entered their fields without permission and damaged their crops. While the Power Grid Corporation is said to have issued notices to farmers, the latter claims that the company has not given any information about the project and how many farmers will be affected by this power line.
In January 2025, the dispute flared up again as farmers protesting against the commencement of work by Power Grid officials clashed with the police. According to a report by the Bhaskar, the police had to forcefully take the farmers to the police station.
The farmers insisted that compensation be determined strictly as per the criteria set by the Collector, however, the company officials refused to conduct a new calculation without the written order of the Collector. Efforts by Surat District Farmers' Association President Parimal Patel to arrange a discussion with the Collector failed, as the officials remained adamant about proceeding with the work, further aggravating the situation. The company had tried to start the work on 16 December 2024 too but the work was halted after strong opposition from farmers.
