Summary

The proposed construction of a Haj House in Dwarka’s Sector 22 is being opposed by a large number of residents on the ground that it will disturb “brotherhood, harmony and peace”. Protesters comprising village chiefs and members of the All Dwarka Residents Federation (ADRF) gathered at the burial chowk on August 6, 2021, to express their disapproval over the proposed building. Leaders from the Bharatiya Janata Party joined the protests, saying that the Haj House was being built against the wishes of 360 khap panchayats. The protesters, instead, demanded the government to build schools and hospitals on the land allotted for the Haj House.

ADRF wrote a letter to Lieutenant-Governor Anil Baijal, who is also the chairperson of the Delhi Development Authority (DDA), asking him to cancel the land allotment for the Haj House citing law-and-order concerns. “There will be every possibility of riots, migration of Hindus and repetition of a situation like Shaheen Bagh, Jaffrabad and Kashmir,” the letter read.

Meanwhile, the Delhi Police registered an FIR against several protesters for violating the Delhi Disaster Management Authority’s COVID guidelines.

Land for the Haj House was allotted by the DDA in 2008, but construction could not start because of similar protests. In 2018, the Delhi government prepared a blueprint for the proposed building. Unlike other states, Delhi does not have its own Haj House and pilgrims are required to stay in transit camps. Once the Haj House is built, pilgrims departing for Mecca via Delhi can halt in the city and stay in the building.

As of September 2021, construction of the Haj House was yet to begin.
