Summary

In July 2022, another border dispute was recorded between Assam and Arunachal Pradesh. The disputed interstate border of the two states experienced tension due to a group of individuals in Assam's Dhemaji district objecting to what they claim is land encroachment by certain residents of adjoining Arunachal Pradesh.

According to a senior officer from Assam, some residents from Arunachal Pradesh had put up a fence and encroached on protected forest property at Panbari in order to establish an agricultural farm. He stated that residents on the Assam side of the border had taken down the fence as protest. As a retaliation to which several individuals from Arunachal Pradesh attacked an Assamese family and stole their motorbike. The situation was brought to control by police personnel.

The border between Assam and Arunachal Pradesh is 804.1 km long, with disputes between the two states arising every now and then. This incident is said to have taken place three days after the chief ministers of both states signed the Namsai Declaration, which vowed to end border disputes between the two states.

Arunachal claims that several forest in the plain area had traditionally been owned by the tribal chiefs and communities in the hills but were transferred to Assam. A tripartite committee was established in 1987, the year Arunachal Pradesh became a state, to advocate that these regions be given back to Arunachal. The Assam government opposed the matter and approached the Supreme Court. The matter is still pending in the court.

On 5 June 2023, two persons were killed and two others sustained bullet injuries in a fresh boundary-related violence between the residents along the Assam-Arunachal Pradesh border at Torajan in Kangku circle of Lower Siang district and Panbari near Jairamour in Assam’s Dhemaji district.

The deceased were identified as Boga Chutia, of Borbila Chutiakari village, and Monitu Gogoi, of Milonpur village of Dhemaji districts.

The incident occurred when people from the Assam side were planting trees in a paddy field claimed by Arunachal. The villagers from the Arunachal side protested against the plantation drive, which led to the altercation and shooting.

The incident happened one year after an MoU was signed between Assam CM Himanta Biswa Sarma and his Arunachal counterpart Pema Khandu on 20 April 2022, in New Delhi, in the presence of Union Home Minister Amit Shah, to resolve the border row.

In July 2024, the Arunachal Pradesh government re-constituted six regional committees to examine and exercise the present status of the border dispute with Assam.

A notification issued by the Home and Inter-state border affairs department said the Terms of Reference (ToR) for the regional committees, as established, will continue to be governed by the provisions set forth in the original notification issued on 1 June, 2022.
