Summary

The Deendayal Port Authority (DPA) in Gujarat demolished over 600 huts of fishermen during a major eviction drive at Kandla port in Kutch in September 2024.

The drive cleared over 250 acres of what the port authority described as "encroachments." The eviction impacted around 6,000 fishermen residing in Banna Basti, where their homes were demolished in the presence of police and security personnel. Despite receiving notices from the DPA, many residents had remained on the land, hoping that the demolition would be delayed due to the ongoing rainy season.

Fishermen leaders expressed their anger and frustration, emphasizing that many of the residents have been living in the area for generations. They alleged that they did not receive prior eviction notice. A leader from the community shared that most of the residents had nowhere else to go and are now left homeless, camping on roads amid intermittent rains.

The DPA Chairman Sushil Kumar Singh, however, justified the demolition, citing security concerns. Singh told the Indian Express that the settlements posed risks due to their proximity to jetties and pipelines for hazardous chemicals and that unauthorized settlements had become a concern for port security and the safety of cargo handled at Kandla, which is India's largest public sector port. He added that they demolished the huts after serving notices.

Singh also revealed that while some fishermen had been offered rehabilitation more than a decade ago, many had sold the provided houses and returned to rebuild huts near the port. The DPA defended the timing of the drive, stating it was based on concerns for national and coastal security, and they had provided food and water to those affected on humanitarian grounds, although resettlement was not part of their mandate.

Kandla is the second port in Kutch to witness such a large-scale demolition in recent years. A similar eviction drive took place at Jakhau Port in 2022, when over 300 structures were cleared. The fishermen, however, remain hurt, not only by the loss of their homes but by being labeled as security threats. A local fisherman expressed their dismay, stating that while there might be a few bad elements in the settlement, the majority of the population were law-abiding citizens who had contributed to the port's development.
